After formation of the Maharashtra State in 1960, Government has adopted a policy of balanced development on the basis of District as a unit for formulation of Five Year Plans and Annual Plans. For these purpose District Planning and Development Councils (DPDCs) have been constituted in every District. The Minister in-charge of the District is Chairman of the Council. However, the DPDC has now been replaced by District Planning Committee (DPC) .The provision for formation of DPC is as follows:-

(1) The District Planning Committee shall be constituted at District level in each District to consolidate the plans prepared by the Panchyats, the Municipalities, the Municipal Councils in the District and to prepare a draft development plan for the District as a whole.

(2) The Legislature of the State may, by law, make provision with respect to -
The composition of the District Planning Committee
The manner in which the seats in such committee shall be filled, provided that not less than four-fifths of the total number of members of such committee shall be elected by and from amongst, the elected member of panchayat at the District level and of the Municipalities in the District in proportion to the ratio between the population of the rural areas and of the urban areas in the District.
The functions relating to the District Planning, which may be assigned to such committee.
The manner in which chairperson of such committee shall be chosen. |

(3) Every District Planning committee shall, prepare the draft development plan.
(a) Have regard to -
(i) Matters of common interest between the Panchayats and Municipalities including spatial planning sharing of power and other physical and natural resources, the integrated development of infrastructure environment conversation.
(ii) The extent and type of available resources whether financial or otherwise
(b) Consult such institutions and organization as the Governor may, by order, specify. |

(4) The chairperson of every District Planning Committee shall submit the development plan, as recommended by such committee to the government of the state. |

| |
The government of Maharashtra enacted the law based to consolidate the plans prepare by the Panchayat and Municipalities in the District and to prepare a draft development plan for the district as a whole. |

Criteria for allocation of funds.
|
|
| |
The DPCs are concerned with District level program. These programs are basically located in or benefit of which exclusively goes to District and which need to be planned at the local level for optimum exploitation of the natural and other sources of District. The norms suggested for spatial planning are always considered (e.g. infrastructure etc.) based on local needs of area and are undertaken as recommended. Districts are allotted funds available for District level schemes by taking into consideration the following items:-

1. Total population
2. Urban population
3. Backward class population
4. Backwardness in agriculture
5. Backwardness in irrigation
6. Industrial backwardness
7. Communication backwardness
8. Special problems of Drought prone area etc.

However, the allocation for General plan (Non-Tribal), Tribal sub-plan and Special component plan are decided separately and hence the above items are taking into consideration for general plan. |

Functions of the District Planning Committee. |
|
| |
1) To ensure to coordinated action by various implementing agencies at the District level including Zilla Parishad.
2) To give guidelines to the various implementing agencies at the District level in regard to the preparation and implementation of perspective five year and annual plan.
3) Subject to the order of State Government to approve the perspective Five Year Plan and Annual Plan of the District.
4) Review from time to time, implementation of the Five Year Plan and Annual Plan and make recommendations to the State Government.
5) To consider and Approve reappropriation of the saving/excess within the approved District Annual Plan as per the directions given by the Government from time to time and performs any other function as may directed by Government by time to time.

In the District level plan tentative ceilings were communicated to DPCs along with broad guidelines and objective of the plan. Accordingly proposal are called from the implementing agencies from that proposals draft District plan were prepared by the Planning Officer and get approved from the Committee which is forwarded to Government The Minister (Finance and Planning) held Meetings with the representatives of the DPCs of the State level. On the basis of these discussions District plan is finalized. The finalized plan is incorporated in the State Annual Plan. The provision of funds is made on this basis. The implementation of the schemes and programs will be done accordingly by the implementing agencies in the District. The concerned administrative Depatments releases funds to their implementing agencies. | |

The District also receiving funds from the following programs. |

) Special Component Plan:- As per 2001 census the population of schedule casts is 3,39,720. There fore provision of Special Component Plan is made for the benefit of schedule casts. | |

2) Tribal sub-plan:- The tribal population of the District as per 2001 census is 11,99,290. There fore provision of Tribal sub-plan (TSP) is made. Also the tribal population is spread over the District hence Other Tribal Sub-Plan (OTSP) is implemented in the District.

3) Statutory Development Board: - The Government of Maharashtra made special allocation for taking works which are recommended by the “Rest of Maharashtra Statutory Development Board”. Governor of Maharashtra takes review of this programme to ensure equitable allocation of funds for developmental expenditure over the areas of the Board.
